How three people delivered Park City’s $160 million water program

A three-person Public Utilities team managed Park City’s three-year, $160 million
water program in VPO, including the $80 million water treatment plant build.

The Background

A small city with a growing infrastructure workload

Park City has roughly 8,000 residents, but its infrastructure demands tell a different story. The former silver mining town has evolved into a world-class mountain resort destination, hosting the 2002 Winter Olympics and preparing to welcome the Games again in 2034. That growth has brought continued investment in the city’s public infrastructure.

Park City Municipal Corporation is responsible for delivering and maintaining the public infrastructure that supports the city’s growth objectives. Its water program alone represents $160 million in capital projects and asset management. For the city’s Public Utilities team, managing a program of that scale with a three-person team presented a unique challenge.

The Challenge

Delivering major infrastructure
with limited resources

VPO-inset-team-tablet-review-min

Park City Municipal Corporation was managing a substantial infrastructure workload with a three-person Public Utilities team. Outside consultants supported the city staff when needed. However, most critical project information was still moving through email, FTP, and Dropbox.

The challenge extended beyond keeping files organized. The team needed to coordinate large, concurrent projects and keep information up to date. They also wanted to reduce manual work and improve project management efficiency without adding headcount.

As a government entity, Park City had additional security considerations. The city needed control over project information and user access. It also needed a reliable record of project activity. Any new platform had to support real-time collaboration within Microsoft 365 and meet the city’s stringent IT security requirements.

"We did not use any construction management software prior to 2019, and our staff was stretched pretty thin because of the large number of projects we undertake each year."

The Solution

A centralized system built around efficiency & public accountability

After piloting VPO through one of its partners, Bowen Collins & Associates, and running the software through its strict security review process, Park City implemented VPO with:

3KWTP

A complete record for every project

VPO developed a custom Archiving module to capture all project activities and communications, so every project closed with a preserved record. >

A simple, compliant bidder log

Park City must receive closed, blind bids. VPO provided a secure bidder’s log where vendors can easily access the drawings and updates they need to prepare their bids.

Control over who sees what

With VPO, Park City can determine who can view or edit project information. Additional restrictions can be applied to sensitive information, with permissions tied to project workflows.

Microsoft 365 on any device

The platform runs on smartphones, tablets, and laptops within the tools that Park City staff already use.

Standardized modules for daily workflows

Submittal, Clarification, Request for Information, Field Management, Payment, Invoicing, and Change Order modules immediately boosted team efficiency.

“We’ve really just peeled back one layer in terms of the full potential of what we can do with VPO,” McClain stresses. “We’re now fully into construction and submittals on the Three Kings project. Everything is working smoothly—instead of the hundreds of daily emails, chaos, and confusion we would be experiencing if we didn’t have VPO.”

The Result

A three-person team managing a
$160 million program during a pandemic

Park City put VPO to work on the $80 million Three Kings Water Treatment Plant, the largest project in its three-year, $160 million water program. The project included nine new buildings on a narrow site between two golf course holes, with no parking or staging area.

Construction began in spring 2020, just weeks before the team moved to remote work. With VPO, the team continued making progress without disruption amid the global pandemic.

The Three Kings Water Treatment Plant began producing drinking water for Park City’s municipal system in May 2024. The completed plant now produces up to 7.2 million gallons per day.

The VPO Difference:

Three people managed the program

Standardized workflows and automation gave the three-person team the structure to manage a three-year, $160 million water program.

Hundreds of daily emails were replaced

Formal workflows and automated communication took over much of the coordination previously handled through email.

The team could work from anywhere:

Project documents, meetings, and equipment tracking continued as they worked remotely.

Project status was visible
without a site visit

Park City seamlessly connected VPO with live webcams and monthly drone photography to create a visual record of the project.

Every project closed
with a complete record

VPO’s archiving capabilities preserved project documentation and communications for regulatory compliance and public review.

“I have a construction trailer on-site with no one in it. Yet, we’re still working, routing and sharing information and documents, conducting meetings via Microsoft Teams, and tracking the specialized equipment for the project that is being manufactured all across the country. Without the VPO Construction Project Management platform, everything on this project would have ground to a halt.”
